Title of suggestion: Government door permission to pass owners

Description: People with government worker pass should be able to unlock/lock Nexus doors.

Why: All government workers should have permission to unlock/lock Nexus doors since it's annoying when you can not unlock garage doors near elevator or when you're locked in lobby/labs (V2D)
