Picture frames and billboard

Hello everyone!

I am very glad to present you with a new update: picture frames and billboard!
Whether it'd be a sign, billboard, graffiti or poster, using these new items you will be able to spawn in and show images from the web, presenting new opportunities to enhance roleplay and immersion.

This update brings the following:

A selection of picture frames of various shapes and sizes
A 'frameless' picture frame
A billboard

Considering the open-nature of this addition as well as to to cut down on abuse/lag from the use of these new items there are certain limitations/requirements put in place:

RPP limitations:
- 1 RPP requirement for the smallest picture frame
- 2 RPP for the regular size picture frames (as well as frameless)
- 3 RPP for the billboard
General usage limitations:
- Only 2 picture props can be spawned at the same time
- Changing the image URL is limited to once every 60 seconds. This is 10 seconds on the build server in order to ease trying out different images.
- [Dis/re]connecting removes all of your spawned in picture frames/billboards
- Only images from https://imgur.com are allowed. If issues come up, try and re-upload the image and use the new URL.
- The maximum size of images are 1920x1080 if in HD or 1440x1440 if square. Maximum perfect dimensions are provided in-game as well as at the bottom of this thread.
Two new rules to define the usage:
- 6.14a Do not use pornographic/gore images with the picture frame/billboard items.
- 6.14b Picture frames/billboards are to be treated in-character.
