If none of these steps work then unfortunately it may be a problem with your actual hard drive, try uninstalling everything you are not using on your computer currently.

as stated earlier, try if disabling cortana fixes this. I for example don't even have the process enabled in any form.

I’ve not been on my PC as much but mine has been randomly going slow as fuck too and I no doubt have a suspicion it’s Cortana as my PC recently went through a windows update that was enabling cortana speech recognition etc.

No permanent solution, just clearing the temps.
