raptor tuning

i bought myself a raptor, and I saw other raptor with lights and other things like a spare wheel on the back.
but i don't know how i can put lights on my raptor, or the spare wheel.
some guys on the server said there was a mechanic but i didn't know what they meant.
can someone help me....

Admins can grant access for players to mod their/other players vehicles.

What they meant by the Mechanic, we only grant access to vehicle modding if the player has a mechanic RP set up.

I noticed another player who constantly made his cop car black. There was no staffmember online and there hadnt been one online for a while as well, is it possible that some players have permanent acces to vehicle modding?

Once the car is modified, it stays. Color, mods, everything.
