I don't see how this is a bug, they're supposed to be able to do this (I suppose this is an easier way than adding an impound truck)

Well yeah, police are supposed to be able to drive a citizen's 0% vehicle for impounding.
However police can't impound another police officer's vehicle because it requires a search warrant, so I agree that this should be fixed for government vehicles.

Also they shouldn't be going that fast
0hp gives a limit of about 15mph
