Recently, I have experienced lots of lag spikes and am unable to connect some days. This has led me to elite e the servers are under attack. Is this true?

Sadly this is true. The attacks is only known as ddos and is done by some people.
All after what I've heard.

One day the v2d server was DDosed for 2 hours straight. It was so annoying.

One year the server was Ddossed for months straight, be happy this will probatly be over soon.

DDoS cant't be fixed by an admin.
The admin just restarted the server (It was actually down for 10 mins) and it was gone. I see your point, it prob doesn't matter if the server is up or down during a DDos as the attack is focused on a specific IP address.

Yes the servers or a server is being DDosed and this happens once

Restarting the server will not fix a distributed denial of service attack. If the problem was fixed after a server restart, then it would have been something else (most likely a gamemode error).
The servers are back up and running.
