I said my car was stolen, i used a civilians car to get to it, i would've taken them back to their car but it seems its now illegal...

It was always illegal to steal cars.

Your explanation was "I spawn with a lock-pick". You stole a random citizen's car to find your own. Didn't it occur to you that you might radio in for help from officers or anyone else?
