The map vote was removed as it just resulted in a swap every single month which ended up harming the server more than it did good. A lot of people couldn't plan events and such around the constant map changes and as such it was removed. It also took way too much dev effort as a lot of the older maps aren't fully setup with newer features (they might now be mostly setup, I just remember having to rush out so many things for constant switches).
There really isn't any way of winning here. The same map for too long gets boring and no single map is really perfect for everything FL needs. A map rotation makes events and building a bit useless if it swaps too often and if it's too long then people get bored. Everyone likes different things in a map too and there really isn't a general community understanding of what everyone wants in a map.
