Concluding notes
It seems he pretty much pulls out the pistol milliseconds after you draw the AK, I changed the video to play at 0.25 speed to see this. Although the other Rebel didn't get on the ground I see it as more of a standoff.
It's too much of a fine line to hand a punishment out, but thank you for posting the report.

I was under the impression it was the Rebels, not sure why that part was included in the video.
Although he did run into an active raid which is FailRP no orders were really given to him, you just shouted "oi". I will warn MrNightmare for FailRP though and remind him the importance to value his life during a raid like this.
