If they were in a pursuit with you they are able to ram the vehicle to put it into a position where they're comfortable to get out and proceed to arrest you. It doesn't seem like they intentionally tried to blow you up, as I think you got unlucky as they should have exploded first. To conclude, there is no rule breakage here as you were in a pursuit.
