I'm not quite sure what you mean by fines.
I'm assuming you mean like speeding tickets?
If that's right then a police officer can pull somebody over and then say "I'm going to give you a $20 on the spot fine." and the person who broke the law can then pay the ticket and go on their way.
If you mean something completely different then I'm sorry and hope that helped you in some way at least.
