Job spawnpoint display and other small updates

You can now see job spawnpoints (suggestion thread: http://www.fearlessrp.net/showthread.php?tid=64039) when on the build server via the Q menu:

Note: the job spawnpoint display is client-side, therefore, when you have it enabled on your side, it does not affect other players.

In other news:
Posting adverts (/advert or /ladvert) now display your UserID next to them so players can respond much easier via PM (suggestion thread: http://www.fearlessrp.net/showthread.php?tid=66969).
To still have the functionality of not displaying UserIDs when making adverts, a new command has been added:
/hadvert - short for hidden advert.

PMs now have UserIDs next to them, so in case several players have similar names on the server at the same time, this should grant a way to respond without checking the scoreboard or using /getid.

Bug fixes:
  • Players not being teleported to jails on arrest when hit with an arrest baton while sitting on in a vehicle.
  • Stacker tool allowing players to go over prop limit.

Changes live after next crash.
