Gamemode RDM / Criminal Rules notification for low hour players

I agree with Frost, although this isn't an issue in the first place with the new gamemode since we've removed the concept of fixed "jobs" from everything apart from government roles. This could be done for events, although not sure if it'll really do anything. Those who want to mass RDM join with that intention, a sign asking them to not probably won't help.
