Don't quote me but because you can buy in-game currency via Money Packs with real life money, I get the feeling that theoretically it probably is illegal

Yes, they are, in a roleplay server. Once again there is absolutely no way of cashing-out the ingame money, so it is perfectly legal, btw having to pull the BobZ card shows that you have no more points.
There are way too many casinos and gambling related junk on the server, before I left that was literally all there was - casinos and casino licences.
