The police sergeant was found guilty of breaking fearRP
LittleCakeKid / Owen Jam broke fearRP by pulling out a gun while under fearRP.

But I would not say Sgt.Roach broke fearRP, as he opened fire after you and police sergeant started shooting. He didn't shoot while the sergeant was under gunpoint, so in this case, I'd say it was fair play on his part.

But as I said, the sergeant broke fearRP by pulling out a gun while under fearRP and gunpoint and started shooting.
