Title of suggestion: re-add /resupply

Description: add the /resupply next to a police car/swat van back

Why: its annoying having to return all the way to the nexus to refill your ammo or recharge your tazer as an officer, or get your weapons back after being hostaged, /resupply was great and it was removed with the locker system for some unknown reason
