FPS seems to vary massively person to person. Some people get under 10 and some get over 30 in the exact same place.

What about all the other factors which come into play, such as players on the server, props spawned and etc.
If there are 75, it is going to run bad for everyone. If lets say like 20, it's going to be much different in that excat place.
