Isn't this technically in a strange way metagaming.

Unless of course Narcotics IG character had a dog that died, one assumes the dog is actually his real life dog, thus OOC. So in actual fact what you are doing is using OOC information to form a roleplay/change the events of such IC. Which is the exact definition of meta gaming.

IC and OOC dog died. Legitimised the RP, it also made for an interesting event which got a lot of players involved.
