Layla has confirmed it's UE4 and she regularly posts engine updates / progress pictures so it's worth following the thread if you're interested in seeing small updates.
Those articles are from 2015 and the FP thread you mentioned seemed like it was more of a private project rather than an official one, unless I missed something.
