Name: Update the Rules page to have the Server Rules, Forum Rules and Terms of Service all in one place.
Description: Have the three sets of rules in different tabs all on the one Rules page. See below for visuals.
Why: Improved access to all rules. Better organisation. Easier for new members to locate all rules.
