Italy has an age of consent of 14 years old, 13 years old as long as the person is not over 3 years older than them, so essentially a 16 year old can have sex with a 13 year old and its not against the law. And essentially someone of any age can have sex with a 14 year old ?

A 50 year old grooming a 14 year old and having sex with them is rape, and statutory rape, but not in Italy....
