Spawning as prisoner on build

It would be possible to make jail times be ignored when joining the build server, however, we'd have to make a system that would still jail you once you go on the main server again.

I'll look into this in the near future.

While you are looking into this can you also look into the fact then when you disconnect and reconnect you start the full timer all over again. So it would be nice if that wasn't the case.
