Garry's mod is a CPU heavy game so if you can, get a better one. If not turn down graphical settings like texture and shadow detail, don't turn down model detail to the cars will look funny.
The game isn't really that CPU heavy. It's just that the game mode and map are poorly optimised. Also you sometimes have a little lagg which make the experience even more horrible.
