To the thing about not enough people qualified:

Maybe promote some who are thought as candidates, give them some advice, teach them, and if you're too insecure, only let them moderatore  when they're with an SA / a mentor?
Ideas and possible solutions, not restrictions.

I also find it stupid how contradicting some of the arguments are. You say you don't have enough people that are qualified, yet in other threads confirm that you're more likely to get staff if you hang with administrators. I could mention several people who would do great as mod, but never get the chance to, as they don't feel the need to asslick their way to moderator (yes I went there, no I do not say that every staff member asslicked)
