After review of the video the player will be punished accordingly, with his hours on the server I would have presumed he knew that tazing during a hostage situation is not only FailRP but breaks FearRP while the player had a knife to his throat. In a real life setting this is incredibly dangerous because the person could seize up and end up killing the person regardless.
