Here is how I fixed mine.
Step 1. Open Garry's mod
Step 2. Options
Step 3. Video
Step 4. Advanced
Step 5. Look at the bottom right corner of the window at Hardware DirectX Level.
Step 6. Now that you know your hardware DirectX Level, close Garry's mod.
Step 7. Right click garry's mod in Steam Library and select properties
Step 8. "Set Launch options..."
Step 9. Now, you type in -dxlevel and your hardware Direct X level times 10. For example if your Hardware DirectX Level is 11 (like mine) you do -dxlevel 110 . Hardware DX 9 = -dxlevel 90. Hardware DX 10 = -dxlevel 100 and so on.
Notes:
Yes it fixes it by itself after applying the dxlevel thing, it's like a bandaid because I had literally the same problem as you then I did -dxlevel 110 and turned it off maybe 2 months later and it works perfectly fine now.
