You can only steal vehicles with a proper RP reason or if you own a chopshop. They most likely didn't have a proper RP reason but if they did it still isn't allowed to steal 2 police vehicles within 5 minutes, This would be NLR unless they find a new valid RP reason within 5 minutes which i highly doubt.
Also he refused to get out of the vehicle when being held under gunpoint of atleast 5 officers, Meaning he also broke FearRP.
