To be honest mate, its bound to happen. Think about it in real life. You have a car, sell it, it gets given to someone else and then maybe eventually they sell it on again. There's not much you can do to regulate it but you can certainly try to not allow people to buy them. I don't think publicly naming and shaming is a good way around it though.
