Wood had a gun clearly pointed to the officer's head. He could have easily killed him off. You shouldn't have told the officers to kill Wood, the officers shouldn't have shot first.
FearRP is fearing for one's life. Government is to protect it's people, not allow them the chance to be possibly killed because "They have a clear shot."
It's complete FailRP to order your officers to shoot at someone who is armed and has a rifle pointed at another government official's head.
