It's very simple to explain. "allinurl:" is a code for google to find anything with, say if i wanted to find anything in the url with illuminati i'd search "allinurl:illuminati". It basically tells google to look at URL's then report back anything with illuminati in it. In this case it is searching for "CgiStart?=" which is something that'll appear in the URL of an IP Camera. It's like using define:<word> for a dictionary but not as direct.
