Allow usage of M4A1 to Police

If you gave the police M4A1 then it will basically be GG for every raid ever, Ten people (SRU+ Full Police) Raiding groups that maybe have like 1-4 people will just be ridiculous, The MP5 is accurate as hell, it doesn't even know what recoil is, and does 20 damage to the head and shoots like 5 bullets a second, Just ask Enzyme, He will give you a lecture on the beauty of the MP5.
