Sieg Heil is a German phrase, which literally means "Hail (to) Victory", or someting along those lines.
Even though this phrase was used during WW2 by the Nazis, I will let this one pass. I think a warning ingame would be sufficient.
I don't like what the accused player said ingame, but it's not directly rule-breakage. It's a german sentance.
