We have for long tried to create new skins for the firetrucks and the ambulance, even I tried to do it. I even contacted the creator of the vehicle, Sgt.Sickness, and he said that you'd need to recompile the model. To my understanding it's like remodel it, not too sure, but it's not easy. It isn't UV mapped as the other skins, it uses a single color and the logo and such is imported (I think) for GTA SA directly.
Try to google some, I don't think there is someone really capable of doing it here (yet), I mean, if there were then we would have a new skin already...

P.S. Killjoy (or someone else..) announced some time ago that Termin is working on a new Taxi!
