As I see it, the accused player is following the rule "Door rules point 5: Between 2 doors, there should be space for atleast 2 persons standing side by side."
The accused player will therefore be given the benefit of the doubt, as it seems as no rulebreake took place, although the keypad should have been put inside the building and not outside.
