You just put the speech command after the 'say'
Examples:
bind kp_end "say .// Hi"
bind kp_end "say // Hello server"
bind kp_end "say /y Out of the car!"
bind kp_end "say /w I've got a cunning plan, come closer so you can hear."
bind kp_end "say /me takes the money from the ground and looks around before carrying on walking."
bind kp_end "say /it The wind whistled through the city on the cold November's morning."
bind kp_end "say /advert Are you hungry? Come down to Burger King and buy your 99c juicy burger!"
bind kp_end "say /broadcast [LAWS] Contraband illegal, raiding illegal, theft illegal etc"
You can bind everything to other keys as well.
