Summary:
Before this happened he was a police officer. He randomly tazed and cuffed me and a friend of mine because he heard gun shots. Then he stepped on me and killed me. While I was dead another player killed him for doing that, and when I respawned he ran up to me as a civilian and shot me. He also started shooting the player who helped me by killing him after killing me. Both NLR and RDM.
