I had this and i know how to fix it (hopefully your problem is the same)
Right click CSS in your steam
Goto properties press it
Then goto Local Files
Then Click Verify integrity of game cache
let it do its stuff
And if it pops up with CSS needs goto a better format click yes because steam has been updating games to better file formats
