I blacklist people who fail to drive properly (constantly crashing/ramming into other people cars, unless it was a clear accident and it is not done to every car they see).
I think a damage meter would be good. I know several games with them and once the meter is empty (or full, depending on the way it works) it car is immobilized for so long and/or the game/mission/level ends and is restarted.
