It's not in Gmod, no sounds are. They're in the source engine.
Here's how to get a new jeep sound:
Download a program called GCFscape (everyone has it)
Open it up, click the open file icon
Go to Steam, Steamapps, and click on "Source Sounds.gcf" (it's already in there)
Go to hl2/sound/vehicles/v8
Get all the sounds you want for the jeep, look at the names of the v8 sounds and use those names to replace the names of the sounds you want to use
Go to your gmod sounds folder normally, create a file called "vehicles" create a file called "v8" Put the v8 file in the vehicles file, put all the sounds you want to use in the v8 file, and put the vehicles file in your gmod sounds folder.
Go in-game and your sound should be replaced.
