Sometimes the easiest solution is to remove the function causing the problem. In your case you want to remove the muzzle flash in g-mod, So go into..
1. "steam/steamapps/*username*/garrysmod/*garrysmod folder*"
Then find..
2. "lua/effects/gunsmoke.lua"
3. Open it and wipe out everything, but keep the start/end block.
4. Save
Note that doing this can cause anything else that uses that effect to not show either, but since it is causing you to lag it shouldn't be too much of a hassle.
Always back-up your files though, just incase.
*EDIT* Depending on the effect you are refering too will change which one you'll need to do this for, 'gunsmoke.lua' might not be the right one.
