is there a blacklist request ?

so I was just wondering is there a place where I could do a blacklist request. This would be good if someone brakes a rule, but it is not so bad that he should get banned. if president broadcast stupid laws like: " contraband is legal " and / or he has 20% tax for reason: " I need money ".
if there already is thread for blacklist request can you tell me where ?

Basically you just do a BR and the admins judge if a ban or blacklist should be applied. So do a br

I dont think I need to put a comment on this.
But you (can) suggest and say that the guy could need a blacklist instead of a ban if it didn't effect the RP that much.

yer as they stated ban req is for reporting and then admin decides on action, various forms of punishment can be used, bans, blacklist, removal of rp points etc
