This is how to think about it.
If you are a SS and you are protecting the president during the raid and you die and they end up killing the president, then you would be breaking NLR if you dont let them go. This is because you would have no memory of the people that were up there. But say you were a SS who wasnt up there during the raid for some random reason. If someone tell you who they are over the radio or someone who saw them go up there, then that may follow in their arrests. What most SS and officers do is, after they die they just sit at the bottom of the elevator and wait for them to come down and open fire on the elevator. This is what not to do. That is breaking NLR as well as shooting possible bystanders.

Then if you had sufficient evidence over the radio of events you could arrest them. To be honest it depends on a lot. Fultzy explained it well.
