Title of Suggestion: Allow sergeant to give an arrest reason
Description
When there is no president, it's down to the Police Sergeant or any Officer if there isn't a Sergeant to write warrants. The current /warrant command for them doesn't allow for a reason to be given.
Why?
Arresting somebody as Sergeant or an Officer by typing out the warrant will just put it in the database as "none", which isn't helpful to anyone trying to figure out why somebody may have a warrant. It also won't display this while somebody is in jail which isn't helpful to the person being arrested either.
Instead of this:
/warrant [ID] [Arrest/Search] [Time]
Perhaps something like this:
/warrant [ID] [Arrest/Search] [Time] [Reason]
