Well, Mr.Doddger shacks such as small trash props E.T.C in town are of no problem.. It is not aloud to block any important thhings in town however if you are looking to build an actual house prop thing your best bet is to leave in town and build it some where outside of the tunnels so people wont bother you. Indeed, make sure your not blocking anything in the City (E.g:In the middle of BP), it's maybe the best that you take your builds inside any of the buildings else it could be accounted for Public Building, you can also build it somewhere and post your pictures on here, so we can put our judgement on it then.
