Right, First of all. i was helping this guy talk to the rebel, as he was trying to steal his car. in the first picture, you can see that he jumped on the rebel while tranqed and said "Thats what happends when you mess with me".
In the second, is his name walking away from the crime scene, i dont know the rebels name, but i think he might make a post/thread about it. and he can clarify

Well I see that he took out a tranq but there's no real evidence of him stepping on the guy, you just took a screenshot of him standing next to him

Aye, evidence inconclusive, it looks like you're just standing next to him, and you said the rebel was stealing his car, so the tranq was likely valid - At least, there's no evidence to suggest not.
