The user was jailbraking then broke fear RP.

There isn't really much of a case here considering it takes less than 3 seconds for it to go from "Hands up, Hands up" to a full-blown gunfight, I would hardly consider that enough time to initiate FearRP. Additionally, after going through each frame slowly, he takes his gun out just before you tell him to raise his hands, so that complicates the case for a breach of the rules.
