I don't get why that's not allowed. If he felt like being naked, they should support his cause!

i think its against the law pretty much since it could be considered flashing as it is called in my country and i think most people calls the police about it because they are afraid small children will see him.

Depends on if it is "clearly" visible, if it's like in front of his house, they should give him a warning or something.

I think it's pretty disturbing if someone is just running around naked in front of his house, exposed to everybody nearby

My neighbour moves the lawn with a little panty on.
He is a man, you can't really see the panty so it's kinda disturbing.
He has never been arrested, and I just see it as normal.
