Summary: Walking by and happened to hear someone say don't step on him! I walk over and they both begin deciding whether to kill him or not so I decided to start recording with the evidence shown below. BlackTear did shoot him while he was in ragdoll mode. He said we must put him out of his misery!

You may not shoot an injured player to death purely to "put them out of their misery". This is an invalid reason to shoot them and it is RDM. Player issued a 3 hour weapons blacklist.
