Make sure you binded F1 to some menu thingy I forgot how it's called exactly.
And make sure it's binded at all. Or did this happen out of the sudden while being in the server? If this is the case, then I suggest to rejoin, since there was probably 1 huge lag spike which broke your binds. i have self control

Most likely you have overridden your F1 bind with something else. The bind to re-bind the F1 menu is: bind F1 "gm_showhelp"

Make sure to unbind f1 too, before rebinding to gm showhelp.

Step for step.
1. Open console 2. Unbind "f1" 3. Bind "f1" "gm_showhelp" That should get f1 to work again.

Or it could have been your internet or the server that was laggy/slow. But it seems like its all fixed up.
