Also, the spawn list should be updated to include new content such as vehicles.

Did you replace your spawn list folder with the one already in here: C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\settings
And have you restarted your game?

yeah i did,
must be something wrong with the new spawnlist files.
i copied the old spawnlist files from my desktop to my laptop and those files worked fine,
then tried the newer ones again and didnt show the list again.
so i gues il use the older outdated spawnlist for the time being
